I can't build close detail from parts (by foror)
I'm trying to build a detail like this http://imgur.com/a/Q9KuU but last point constraint not worked (after apply I got red background) for close my detail.

I add a perpendicular constraint when build first parts of detail, but the last point still does not join to close detail.

SolveSpace don't support such constraining method. All the details solved one-by-one, after solving position of the current detail, it position becomes fixed, so you can't move the previous details by the current one. The process of builing assembly is sequential, not a parallel like it needed in your case.

To model a linkage, draw the skeleton of the linkage in a single group, like with line segments, point-coincident constraints, and length constraints. You can then constrain the solid parts against the skeleton in later groups.

Here is second example of "Fourbar" created in SolveSpace (model attached). This time it's assembled model.
