You use a difference extrusion to cut an angled base on a symmetric cone..

I don't think it's currently possible to make that exactly. A skewed frustum extrusion tool would do it, but we don't have that.
How can create an oblique cone (by Dragos)
Create a big cone by drawing in sketch a triangle and after rotate
Create a cut direction for a new sketch and draw a contour follow by extrude and difference.

Below post attaches a patch based on a old development branch of solvespace, but now made compatible with solvespace-3.1.
It adds a frustum extrude feature, like a variant of normal extrude, helix, lathe and revolve. It can be used for bevel-gears, and slant vases.
It works and I already made 3D prints with the STL outputs.
