Another problem with unions, even with chord tolerance down at 0.01 still has missing surfaces. I can get all surfaces by reducing the diameter of the extruded circle to 6.99.
A side issue, but a lighter blue for the links in the properties browser would be nice, as the lack of contrast with the dark blue is somewhat hard on my old eyes :-)

Yes, this is a known problem with the NURBS backend--it does not handle coincident surfaces very well, especially when they are curved. The workarounds, as you have correctly noticed, is to offset the surfaces slightly, or to force the model to triangle mesh.
