What is the difference between: Sketch in 3D (key Shift+3) and Sketch Anywhere in 3D (key 3) Thanks..

key Shift+3: Create a new group. That new group will default to sketching anywhere in 3d (not restricted to lie in a workplane).

key 3: In the current group, sketch anywhere in 3d.

Both kinds of sketch in 3d seem pretty niche. I've used them sometimes for construction geometry (e.g. to draw the lines to define a skewed workplane), but not much else.
